USA (832) 1938 WOODROW WILSON $1 RED VIOLET & BLACK PERFORATION AND COLOR SHIFT.  Major DOUBLE freak on block of 4. Most noticeable is design-changing perforation shift, placing 'United States Postage' at bottom of stamps. However, block also features major vignette color shift to the left, placing Wilson's portrait into left frame area. Top two stamps MINT never hinged, bottom ones previously hinged. Startling and scarce freak with light toning.
